Tables are a basic way to arrange items on your web page. As was discussed in Important notes on Text, there is no tab option in a web page. Tables are the answer.

You can create a table with a heavy border.

Tables allow you to add a great amount of creativity to your page. And here's how you do it:
On the Common Toolbar, click on the Insert Table button. {You can also go to Insert, Table.}

When the Insert Table window comes up, set your Table Properties.
Now, just click OK and you have a table.

Oh, but that's boring. No color, no picture. Blah. Alright, let's get crazy.
Just about all the stuff you need to soup up your table is down on the Properties window. {Remember that the Properties window will show the properties of what is selected, so be sure you have the whole table selected.}

Play around with your properties and see what you get. This is mine:

You can make a Title Column by selecting the top row of cells and then going to Modify, Table, Merge Cells. You can also split a cell into more cells, and add or delete rows and columns.

Now you have tables, a creative way to make your web page layout.

Let's get on to the pics to put in your table!
